From 2000 to 2002, Research Into Action conducted a comprehensive evaluation and market assessment of Efficiency Vermont's (EVT) commercial and industrial (C/I) energy-efficiency programs. Efficiency Vermont was the first utility in the United States focused solely on energy efficiency. In this project, we developed an understanding and detailed characterization of the C/I markets for energy-efficiency products and services in Vermont, established baselines for long-term tracking of market impacts, assessed how well the EVT C/I programs meshed with the market characterization findings, and provided timely feedback to help program managers meet EVT's goals and improve their programs. Our research included a review of dozens of reports, studies, and documents; telephone surveys with nearly 150 market participants and other key stakeholders, including architects, engineers, contractors, equipment suppliers, real-estate managers/developers, EVT program managers, electric distribution utility staff, and Department of Public Service staff; telephone surveys with nearly 600 C/I firms; and site visits of 76 customer facilities.
