In 2012, Research Into Action is leading a team to conduct a process evaluation of the Energy Trust of Oregon's 2010-2012 Existing Buildings (EB) Program and Multifamily Program. Research Into Action led the process and impact evaluations of the Existing Buildings Program in 2008-2009 and the process evaluation of the program in 2010. For this evaluation, we will review program processes and progress by analyzing program documents and conducting in-depth interviews with program and PMC staff, representatives of key trade organizations and vendors, and samples of program participants and nonparticipants. The in-depth interviews with the participants and nonparticipants will identify decision-making processes and market trends and concerns. Our interviews will focus on the various stages throughout the program process cycle, particularly the period between two specific decision points – receipt of the results of an energy efficiency site evaluation and receipt of the results of a technical study (if one was performed) – and other points relating to committing a project. We will provide a real-time, in-progress approach with immediate feedback to Energy Trust. This forward-looking approach will help Energy Trust deliver a program that both responds to changing market conditions (in particular, legislative changes to the Oregon Business Energy Tax Credit), and continues to help increase energy savings in the commercial and multifamily sectors.
