Project: Process Evaluation of the Energy Smart Industrial Program

Bonneville Power Administration

Research Into Action conducted a process evaluation of the Bonneville Power Administration’s (BPA) Energy Smart Industrial (ESI) program. The innovative program promotes continuous efficiency improvements through custom efficiency projects; prescriptive projects through trade allies, including a regional lighting vendor network; equipment tune-ups; co-funding for an on-site Energy Project Manager; and executive training. The complexity of the program necessitated: in-depth interviews with 25 individuals, including BPA and implementation contractor staff, technical service provider contractors, and regional stakeholders; web-based surveys with the utilities BPA serves, both those that are active and inactive in the program; and phone surveys with multiple staff at participating industrial end-user facilities. We estimated program metrics, assessed program quality assurance activities, and confirmed that the measurement and verification (M&V) procedures used by the implementation contractor conformed with BPA’s newly adopted M&V protocols for custom projects.
