Under a contract awarded in June 2009, Research Into Action conducted a process analysis of Energy Trust of Oregon's Efficient New Homes program. The program promotes improved new home design techniques and installation of energy-efficient materials and appliances through incentives for measures with above-code efficiency and Oregon-specific ENERGY STAR Builder Option Packages (BOPs). It also educates home buyers about the benefits of energy-efficient homes and encourages buyers to seek them in the marketplace. Research Into Action reviewed program processes and progress by analyzing program documents and conducting in-depth interviews with program staff, builders, and other key trade allies to assess how well the building industry was adapting to new energy codes, the acceptance of BOPs, and other key indicators of program effectiveness. Through a subcontractor, we also carried out an engineering review of incented measures and analyzed their cost-effectiveness.
