In 2009, Energy Trust of Oregon contracted with Research into Action to provide an on-going evaluation of the Clean Energy Works: Portland (CEWP) pilot program. The program sought to develop and test a framework for linking on-bill financing to home performance energy-efficiency upgrades in residential properties. We documented the program's history and evolution; developed an evaluation plan to track the program's progress toward meeting its goals; and identified and analyzed the informal goals and expectations of the organizations involved in the development and implementation of the program, and the challenges, barriers, and opportunities that might have affected program outcomes. We launched two separate waves of research, each building on the lessons of the prior wave, and reported interim findings to committees of staff and stakeholders numerous times. In 2010, we concluded the project with the third wave of survey research and the preparation of a final report to the Oregon Public Utility Commission. The report informed the Commission’s deliberations about other financing programs expected for the state of Oregon. The CEWP was expected to scale up and become a permanent program, supported by Federal stimulus dollars and agreements with multiple jurisdictions.
