Project: Verification of Natural Gas DSM Energy Savings

In 2007, Avista Utilities contracted with Research Into Action to verify the achievements of its demand-side-management programs targeting natural gas. Specifically, we ensured that the data used to calculate therm savings on a case-by-case basis were supported by the necessary documentation, evaluated Avista's methods for estimating therm savings, and checked the calculations on which Avista's therm savings estimates were based. We based our conclusions on a review of documentation related to Avista's gas efficiency programs and an engineering evaluation of the program’s impact. This research helped Avista more accurately measure its DSM achievements and meet its regulatory requirements.
