In 2005-2007, Research Into Action collaborated on a process evaluation of the pilot Irrigation Initiative Program provided by Energy Trust of Oregon and PacifiCorp. The program sought to increase the efficiency of irrigation pumping systems for almost 4,000 eligible agricultural customers in the Klamath Lake area in southern Oregon and northern California. It offered two approaches: educate growers about the efficiency of their pumps through a pump test, combined with incentives to help defray the cost of repairing the pump; and provide free efficient irrigation nozzles in exchange for older, less efficient equipment. The evaluators documented the program's structure, goals, history, and performance, and reviewed and analyzed the program to provide recommendations to improve implementation and effectiveness.
