In 2007 we began a project with the Demand Response Research Center (DRRC) to explore behavioral response to time-of-use (TOU) rates. We used Sacramento Municipal Utility District’s PowerChoice TOU program as the basis for this study of the complex behavioral dynamics upon which the success of electric utility demand response programs depend. The project used an experimental design to explore residential customer response in kWh to price, information, and whole-house energy consumption feedback. We examined two types of interventions to influence behavior other than the TOU price: enhanced information and real-time feedback using home energy display technology.
