In 2007, Pacific Gas & Electric contracted with Research Into Action to conduct a process evaluation of a start-up energy efficiency program focused on hospitals and long-term care facilities. The evaluation team interviewed participants and program staff about the program delivery process, and studied the program's interaction with other segments and programs. In addition, we conducted a market characterization of the opportunities for program intervention in the construction of new medical facilities in PG&E territory. We analyzed hospital ownership, impacts of state health regulations on the program, and program participants' and nonparticipants' attitudes toward PG&E's efficiency programs. Finally, we examined lessons learned from other PG&E and healthcare programs to establish best practices.
