Project: Evaluation of the Building Operator Certification Expansion

Northwest Energy Efficiency Alliance

In 2012, Research Into Action and our subcontractor, Nexant Planning & Evaluation, launched a four-year (2012-2015) evaluation of the Building Operator Certification Expansion program for the Northwest Energy Efficiency Alliance (NEEA). The BOC Expansion builds on the effectiveness of the BOC, of which Research Into Action conducted seven Market Progress Evaluation Reports (MPER) for NEEA between 1997 and 2001. Our evaluations involved a review of the Alliance Cost-effectiveness Model (ACE), market characterization, investigation of impact differences, review of the program's logic model, and evaluation of market progress. To accomplish these, we: reviewed secondary literature, interviewed key contacts, surveyed building operators with BOC certificates and nonparticipants, and estimated savings using several approaches (self-reported behaviors, improved estimates of savings associated with BOC-targeted behaviors, and modeled savings).
