Project: Commercial and Industrial Energy Efficiency Program Impact and Process Evaluation

Consumers Energy/EMI

In 2009, Research Into Action began working on a three-year combined impact and process evaluation of Consumers Energy's comprehensive new commercial and industrial energy-efficiency programs: Business Solutions and Small Business Direct Install. Energy Market Innovations led the evaluation team. Research Into Action designed and managed the process evaluation, and assisted with the research prioritization. The overall goals of these evaluations were to provide Consumers Energy and the Michigan Public Service Commission (MPSC) with an independent and objective assessment of realized energy and demand impacts, operational efficiency, and influence on the marketplace due to the programs. The process evaluations were designed to give Consumers Energy early feedback on the effectiveness of program delivery and tracked key performance indicators, identified as a result of the logic model development, and for which baseline values were established in the market baseline assessment. During the Business Solutions process evaluation, Research Into Action reviewed program planning and outreach documents and conducted in-depth interviews with Consumers Energy staff, program implementation staff, and near-participants (program drop-outs). In addition, we surveyed registered trade allies who were active in the program during 2009, and a random sample of participating commercial and industrial firms.
