In 2007, we analyzed Energy Trust of Oregon's delivery model for its energy efficiency and renewable energy programs. Our goals were to determine: 1) if Energy Trust of Oregon or the efficiency or renewables markets had changed, if they would change or if they needed to change, 2) the strengths and weaknesses of Energy Trust's delivery structures, and 3) if Energy Trust were well positioned and structured to meet challenges, or if it needed a different delivery mechanism for specific programs or for the organization in general. The third question included two subquestions: Was there one solution for all programs, or were there many solutions? If Energy Trust should change its program strategies, what were the optimal sequence and timing for doing so? We interviewed Energy Trust staff, program contractors, trade allies, administrators of other energy efficiency programs in the U.S., and Oregon stakeholders, including staff of the Oregon Public Utilities Commission and Northwest Power and Conservation Council. We also reviewed Energy Trust program evaluations, program management costs and a model selection checklist that was part of a Management Audit.
