The objective of this project was to review methods used for evaluating market transformation and resource acquisition programs and provide a framework for conducting evaluations that meets the public purpose test (PPT) for California. The outcome of the project is a new guidebook "Framework for Planning and Assessing Publicly Funded Energy Efficiency.
