In 2002, the Bonneville Power Administration asked Research Into Action to help develop a plan for conservation planning and evaluation. We conducted interviews with BPA staff and key stakeholders at customer utilities and regional organizations to identify the specific needs of the planning and evaluation function. We then developed a plan that suggested an organizational structure for evaluation activities, identified the necessary staff skills and levels of effort, recommended next steps for building planning and evaluation capabilities, and identified an appropriate interface between the planning and evaluation functions and other stakeholders. These recommendations helped the BPA ensure that planning and evaluation activities were effective within a matrix management structure.
