Project: BetterBricks Research

Northwest Energy Efficiency Alliance

In 2010, Research Into Action conducted research for the Northwest Energy Efficiency Alliance (NEEA) about its BetterBricks commercial building initiative. Project goals were to: 1) support program redesign efforts to ensure evaluability, 2) validate impacts for non-validated BetterBricks projects and activities, and 3) prepare a final BetterBricks Market Progress Evaluation Report (MPER). Our work for the first goal involved in-person meetings with NEEA staff, telephone consultations, and document reviews. To achieve the second goal, we directed subcontractors in methods similar to those we employed in the 2009 BetterBricks impact evaluation, including: interviews to confirm the installation of efficiency measures, regression analyses of billing data, review of baseline and efficiency models, review of engineering calculations, and site visits. To achieve the third goal, we analyzed data we collected on program-promoted behaviors via interviews with virtually every BetterBricks team member and with contacts at each of the firms with which BetterBricks worked intensively.
