In 2010, Energy Trust of Oregon contracted with Research Into Action to develop an evaluation plan and perform a first-year evaluation of its organizational redesign, which it initiated in 2009. To document the Energy Trust redesign implementation, we reviewed internal reorganization documents and the implementation plan, and interviewed Energy Trust staff and management and selected program management contractors. We then identified and tracked qualitative and quantitative metrics, and interviewed major stakeholders in the redesign and reorganization process to analyze Energy Trust's progress toward meeting its goals.
