In 2010, Research Into Action served as an independent Project Facilitator to assist Puget Sound Energy (PSE) in creating a structure and developing research and implementation processes to improve the effectiveness of its evaluation planning and implementation activities. PSE sought to: 1) assure that the measurement and verification of its efficiency measures are impartial, thorough, precise, and cost-effective; 2) assure that its programs realize projected energy savings; 3) address any shortcomings in its programs; and 4) pursue resolution of issues raised by PSE’s external stakeholder community. We interviewed internal and external stakeholders about their concerns and objectives regarding proposed policy changes; reporting and organizational chart changes, methods, and channels of communication; and reporting and tracking mechanisms. We also conducted benchmarking interviews with seven program administrator organizations (including utilities and third-party energy conservation program providers) about proposed procedures and organizational structures used by their evaluation teams. Based on these interviews, we developed vision statements, and then an action plan that included: 1) process maps and process flows for methods and processes; 2) updates of existing or development of new policies consistent with implementing the vision; 3) an organizational structure, including reporting lines; 4) roles and responsibilities for employees affected by the vision; and 5) identification and establishment of communication modes and channels.
