In 2012, Research Into Action began developing an MS Excel spreadsheet tool for Pacific Gas & Electric (PG&E) to help program managers monitor the residential and commercial market for a variety of water heater technologies, and identify potential barriers to expansion of all of them. The study included three kinds of gas storage units: electric, condensing gas tankless, and electric heat pumps. Information categories included: which products already are included in the utilities' programs; product descriptions, availability, lifecycles, price points, times of use, and market share; applications for each technology; potential adopters; and barriers to more widespread adoption. PG&E sought the information to help their appliance program managers track energy-savings opportunities and plan for future program changes. The Lighting Solutions Workbook was the working model for this tool.
