In 2012, we conducted a process evaluation of San Diego Gas & Electric Company's (SDG&E) Peak Time Rebate (PTR) program. Our work built on our experience evaluating the PTR pilot and subsequent post-event surveys in July and August 2012. Our objectives for this evaluation were to: 1) document and assess the implementation process and identify opportunities to improve effectiveness; 2) assess customer awareness of the program, including perceptions of and response to curtailment requests; and 3) evaluate the effectiveness of the messaging used in the program and suggest improvements to increase customer awareness and understanding. We surveyed a variety of subgroups: those who did and did not receive alerts, those who were and were not users of SDG&E's "My Account" function, and those who had signed up to participate in the San Diego Energy Challenge or AC Summer Saver program. Surveys included a mixed-mode (phone and email) post-event survey in each of seven targeted segments, a phone survey focused on general program awareness, and focus groups with representative residential customers.
