In 2011-2012, Research Into Action conducted a process evaluation for Energy Trust of Oregon (Energy Trust) of the energy efficiency services it provides to NW Natural's residential and commercial gas customers in Southwest Washington. In addition to documenting the program's history and assessing the program processes, implementation, and barriers to increased participation, we researched: 1) the effectiveness of the study assistance available for commercial custom projects, 2) contractors’ understanding about differences between the incentives available in Washington and Oregon, 3) contractors’ awareness of the program’s permanent status, 4) any impacts of the reduction in the federal tax credit for furnaces, and 5) factors affecting the success of the New Homes program in Washington. In addition to program and implementation staff, we interviewed participating contractors, non-participating contractors, and residential new home builders serving the Southwest Washington market. Through our research, we identified areas of Southwest Washington that are as yet under-penetrated by residential program activity and recommended actions to help contractors penetrate those areas. We also identified potential barriers to future commercial program expansion in Southwest Washington and provided recommendations for how to overcome those barriers and continue program expansion.
