Project: Process Analysis of Energy Trust of Oregon Efficient New Homes Program

In 2011, Research Into Action conducted a second process analysis of Energy Trust of Oregon's Efficient New Homes Program. The program promotes improved new home design techniques and installation of energy-efficient materials and appliances through incentives for measures with above-code efficiency. It also educates home buyers about the benefits of energy-efficient homes and encourages buyers to seek them in the marketplace. For our analysis, we studied the industry's adaptation to the new building codes, builders’ preferred mixes of energy-efficiency measures, and the use and acceptance of the Energy Performance Score (EPS). In addition, we analyzed how the program supported builders in meeting code changes (including a new statewide voluntary "reach" code that was to go into effect in July 2011), current building practices and energy-efficient features, and the use of labels and certifications.
