Project: Process Evaluations of the Statewide Home Energy Efficiency Rebate (HEER) and Statewide Business and Consumer Electronics Programs

In 2011, Research Into Action and our subcontractor Energy Market Innovations (EMI) launched process evaluation research for the Statewide Home Energy Efficiency Rebate (HEER) and Statewide Business and Consumer Electronics (BCE) programs for Southern California Edison and Pacific Gas & Electric. In addition, we conducted a market characterization for end-use appliances included in the HEER program, and a general population survey of residential customers' attitudes, knowledge, awareness, and behavior (AKAB). The combination of these four study areas provided a comprehensive look at the program designs working in this market, as well as potential program designs for the future. This research is timely because the role of utility programs in residential markets is shifting dramatically and these shifts likely will affect the outcomes of the 2014-2016 program planning cycle.
