In 2011, Dr. Jane Peters, President of Research Into Action, collaborated with Dr. Kathleen Randazzo, Opinion Dynamics Corporation, on a white paper titled Reconsidering What We Measure to support evaluation of energy efficiency programs. In particular, the researchers sought to determine if the Awareness, Knowledge, Attitudes, and Behavior (AKA-B) concepts that underlie most residential programs are being measured effectively. Based on an in-depth literature review focusing on the residential end-use sector, the researchers identified the concepts and theories that are important in promoting behavior change to residential homeowners and renters and multifamily property owners and managers. This analysis led to the development of a stage change model for behavior change for the two target groups and the development of a set of questionnaire items to assess program performance metrics for the model stages.
