We are leading a performance assessment of BC Hydro's Power Smart Evaluation Department's functions and methodologies; Energy Market Innovations (EMI) is our subcontractor . We interviewed BC Hydro's evaluation staff, representatives from internal client groups, Evaluation Oversight Committee members, other stakeholders, and representatives from comparable utilities. Our analysis compared the selected utilities and BC Hydro per each utility's context (organization type, number of ratepayers by class, geographic territory, DSM budget, DSM evaluation budget, and evaluation spending as a percent of program budget), approach to evaluation, and evaluation functional structure. We also examined qualitative factors, such as the degree to which the utilities do evaluations; the reasons they do or do not conduct evaluations internally; perceptions of external evaluators; and how the organizations believe they have established credibility with regulators, stakeholders, and the public.
