Project: Residential Demand Response Pilot Programs Process Evaluations

In 2011, Research Into Action conducted a process evaluation of a suite of residential demand response pilot programs, each with different features and different target markets. The programs were: Peak Time Rebate (PTR), which offered event-driven incentive rates; Residential Automated Control Technology (RACT), which tested energy management devices in high-usage homes; and two programs that tested energy management devices in households with low incomes [Low Income In-Home Display (LI-IHD) and Low Income PCT]. We conducted in-depth interviews with program staff and enabling technology vendors, post-event surveys with a subset of residential pilot participants, and focus groups to investigate customers' understanding of curtailment requests and understand their experience with curtailment.
