Project: Oregon Solar PV Feed-in Tariff Pilot Program Evaluation

In 2010, Idaho Power contracted with Research Into Action to conduct an evaluation of the pilot Oregon Solar Photovoltaic (PV) Program offered from 2010 through 2013. Through the program, which Idaho Power launched in July 2010, the utility pays residential, commercial, and agriculture customers in Oregon a premium price for the solar electricity they generate through a "feed-in tariff" (FiT) or "volumetric incentive rate." Our evaluation involved telephone surveys with two cohorts of program participants about their program experiences during the first and second years of the program, and annual online surveys with drop-outs from both cohorts.
