In 2011, Research Into Action conducted a market characterization study and first-year Market Progress Evaluation of the Northwest Energy Efficiency Alliance’s (NEEA) Ductless Heat Pump (DHP) Program. The research built on two evaluations we completed of the program’s predecessor, a pilot project. For the market characterization, we identified the market sizes of residential HVAC installers, installers familiar with and installing DHPs, the number of and applications for unincented DHPs installed in the prior two years, and the number of incented units. We also validated the assumptions in the program’s cost-effectiveness model. We assessed program progress, processes, and future market trends through interviews with NEEA and implementation contractor staff, staff of utilities offering DHP incentives, DHP manufacturers and distributors, installers, and participating customers.
