In 2011, Research Into Action was part of a team led by The Cadmus Group that conducted process and impact evaluations of six residential programs PacifiCorp began to offer in 2009 and plans to continue to offer into 2014. These programs include: Cool Cash (high-efficiency and low-energy-using cooling systems in existing and new construction), Home Energy Savings (rebates for the purchase of insulation, duct sealing, and high-efficiency appliances and lighting), ENERGY STARŪ New Homes (promotes construction of homes that are verified to be at least 15% more efficient than state energy code), See Ya Later Refrigerator (voluntary removal of secondary refrigerators and stand-alone freezers, and replacement of primary refrigerators/freezers with more energy efficient appliances), Low Income Weatherization (funding to local community action program agencies to weatherize homes, and/or install efficient lighting or refrigerators), and Cool Keeper (bill credits to residential and small commercial customers for curtailing air conditioning use during peak summer hours. PacifiCorp offers these programs in California, Idaho, Utah, Washington, and Wyoming as appropriate. Research Into Action collected data for the process evaluations of the Cool Cash and Home Energy Savings programs in order to estimate net-to-gross savings.
