Project: Energy Efficiency Portfolio Process Evaluation

Tacoma Power

In 2012, Research Into Action is leading a process evaluation to review the management and operational practices of Tacoma Power's delivery system for its conservation portfolio. The process and organizational assessment activities, which Research Into Action directs, include: 1) focus groups with trade allies and customers from the residential and nonresidential sectors to obtain market information about the program; 2) internal workshops with program and implementation contractor staff to assess how the program processes can be improved; and 3) a staff survey to assess staff fit. The assessment of the resource portfolio, which Optimal Energy will direct, includes developing a master summary of all program delivery strategies, including budgets, staffing levels, measurable outcomes, end-uses, and market definition. From these data, we will develop metrics on depth of savings, cost of savings, and market penetration, and savings distributions. We will compare these to leading programs and comparable jurisdictions, as well as best practice literature, to assess the strengths and weaknesses of each program and the portfolio overall.
