Project: Consumer Electronics (Televisions Market Progress Evaluation Report #2 and #3 and Quantitative Assessment of Market Progress)

Northwest Energy Efficiency Alliance

In 2012, Research Into Action and our subcontractor, Dr. Nicole DeHoratius, launched a two-years project to provide Market Progress Evaluation Reports (MPER) of the Northwest Energy Efficiency Alliance's (NEEA) 2011-2012 efforts to transform the consumer electronic market for televisions. NEEA provides direct incentives to participating retailers for the sale of more efficient televisions while simultaneously influencing ENERGY STARŪ specifications for televisions. For this project, NEEA asked us to test the efficacy of the program theory, which was intended to use the incentive to increase the market share of energy-efficient TVs and to produce significant energy savings. We drew on Research Into Action's unique familiarity with business and consumer electronics (BCE) programs, particularly those targeting televisions, and Dr. DeHoratius's expertise in supply chain management and electronics retailing. Our research approaches included extensive in-depth interviews, in-store research, and quantitative analysis of sales data.
