In 2012, Research Into Action launched a two-year process and impact evaluation to provide forward-looking information about the Ontario Power Authority's (OPA) 2011-2012 Small Business Lighting Incentive Initiative. We led a team consisting of Nexant Planning and Evaluation, Elenchus Research Associates, Dennis J. Landwehr Engineering, AMEC, and Harris/Decima. Our team identified the strengths of the existing program approach while completing systematic research into the wants and needs of participating Local Distribution Companies and the trade allies necessary to deliver this direct-install lighting program, as well as new measures or equipment that can provide additional savings opportunities for the small commercial sector.
