In 2008, Research Into Action took part in an effort sponsored by the New Hampshire Public Utilities Commission to identify cost-effective opportunities for energy efficiency in the state. We conducted a survey of residential, small commercial, and small industrial utility customers that provided data on the current levels of penetration of energy-saving equipment and practices. The survey also provided data on customers' levels of awareness and participation in energy-efficiency programs offered by utilities, and identified significant barriers to customer investment in energy-efficiency measures. Our data were used in modeling technical energy-saving potential estimates and to improve future participation in utility energy-efficiency programs.
