Project: Process Evaluation for PG&E's 2006-2008 Agricultural and Food Processing Program

Pacific Gas & Electric/Cadmus Group

In 2008, Research Into Action took part in a process evaluation of Pacific Gas & Electric's demand-side-management programs for the agricultural and food processing sectors. The evaluation examined the relationships between PG&E, third-party program implementers and consumers; explored market barriers and opportunities for energy efficiency programs for the targeted industries; and provided a market characterization of the agricultural and food processing sectors. In addition, the evaluation sought to assess free ridership and the programs' market effects. We conducted in-depth interviews with PG&E staff and the third-party program implementers; and surveyed program participants, nonparticipants, withdrawn participants, and trade allies and professional organizations.
