Bonneville Power Administration
In 2005, we conducted a process evaluation of Bonneville Power Administration's Conservation Augmentation program. Under the program, Bonneville's customer utilities could purchase additional conservation resources, beyond those in their power sales contracts. Bonneville was interested in identifying the program's perceived strengths and attractive features, and barriers to wider participation and solutions to address them. To evaluate customer utilities' response to the program, we interviewed Bonneville staff, and incorporated their insights into an e-mail survey we sent to the utilities and their representatives. We interviewed a sample of these utilities in depth. We also researched best practices for similar programs.
