Project: Process Evaluation of the California Energy Efficiency Loan Fund

This evaluation of one of the California Public Utility Commission's third-party, local, energy-efficiency programs identified the reasons the program did not meet its goals. We interviewed six KEMA program implementation staff, the PG&E contract manager, 16 participating and ten nonparticipating lenders, the three applicants who initiated participation in the program but did not apply for a loan, and program managers at six similar energy-efficiency loan programs offered in other jurisdictions.
