Project: Residential Portfolio Review

Snohomish County Public Utility District

Following our 2010 process evaluation of Snohomish County PUD’s (Everett, WA) residential heat pump loan and incentive programs, Research Into Action has been asked to expand upon that work in 2011 by conducting process evaluations of the remaining programs in the PUD's residential portfolio. The programs fall into three categories: lighting (CFL Dealer Rebates, Simple Steps--Smart Savings, and Showroom Fixture Rebates), weatherization (Single-Family Residential Energy Efficiency, Multi-Family Energy Efficiency Conservation), and appliances (Residential Energy Efficiency Appliance Rebates, Appliance Recycling, WashWise). We are conducting separate waves of research for each of the program categories,. Each wave consists of similar activities: interviewing program and implementation-contractor staff; and surveying participating and nonparticipating trade allies, and participating, partially participating, and nonparticipating customers. We also will review comparable program categories of other utilities to identify and understand other tested opportunities for program expansion.
