In 2008 and 2009, Research Into Action conducted process evaluations of 13 Southern California Edison Innovative Designs for Energy Efficient Activities (IDEEA) programs in the new construction, residential and commercial sectors. Markets and technologies included demand-responsive emerging technologies for new residential construction, emerging lighting and lighting-system dimming technologies, food-processing businesses, affordable housing, public housing retrofits, pre-schools, electronic customer communications, CFL-sale fundraisers, "whole-house" retrofit training for contractors, hospitals, and private colleges and universities. Each evaluation explored the program delivery structure, participants' and program staffs' participation process, and participants' satisfaction with the program. We conducted in-depth interviews with program staff, implementation contractors and their subcontractors; and surveys of participating, nonparticipating, and partially participating customers. The evaluation helped Edison improve its ability to provide energy savings and determine which of the IDEEA programs would be viable additions to its efficiency portfolio.
