Project: Energy Efficiency Services Industry Workforce Needs Assessment

Lawrence Berkeley National Laboratory

In 2008 and 2009, Research Into Action was the prime subcontractor to Lawrence Berkeley National Laboratory to conduct a comprehensive analysis of the national energy efficiency services sector (EESS) for the U.S. Department of Energy. Our primary research included a thorough literature review and interviews with more than 300 energy efficiency professionals for a bottom-up assessment for 11 states selected because of their regional and national role in energy efficiency. Our contacts included energy efficiency program administrators, program implementation contractors, energy services companies, trade associations for the building and construction industry, labor unions, colleges and universities, training organizations, and planning and evaluation consultants. Our research focused on the specific types of jobs available, the current workforce size, skills and training required for new entrants, and the sector’s ability to scale up to meet increasing demand in response to alternative scenarios of public efficiency funding and market factors. We also conducted secondary research, managed and analyzed data, and wrote the final reports.
