Project: Process Evaluations and Market Studies of the 2014, 2015, and 2016 Energy Efficiency and Conservation Programs in Pennsylvania

Pennsylvania Public Utility Commission

Research Into Action is a member of a team, led by GDS Associates, that serves as the Statewide Evaluator (SWE) of the Phase II energy efficiency and conservation programs implemented by the seven electric distribution companies (EDC) in Pennsylvania that are subject to Act 129. We serve as a technical advisor to the Pennsylvania Public Utility Commission's Technical Utility Services staff, providing input on process evaluation methodology issues, sampling plans and survey instruments; reviewing the EDCs’ process evaluation studies; conducting best practices workshops on process and market evaluation methods, sampling approaches, and the design of interview and survey instruments; and verifying that the EDCs’ managers act upon recommendations from process evaluations done by the EDCs’ evaluators. In addition, on an as-needed basis, we are refining the Evaluation Framework to clarify and improve process and market evaluation requirements for EDCs. Our work covers the program years ending in 2013 to 2016.
