In 2008 and 2009, Research Into Action conducted a market characterization and evaluability assessment to guide Southern California Edison's development of a new Business and Consumer Electronics program it planned to operate from 2009 to 2011. The market characterization sought to determine the overall plug load marketplace and the market for business and consumer electronics products targeted by the new program. We interviewed key market actors, including national consumer electronics program leads, cable and satellite service providers, equipment manufacturers, and retailers. In the second phase of the project, we developed a program theory, logic model, and program process flow diagram to lay the groundwork for effective program design and development; we also assessed the program's evaluability.
