In 2008, Research Into Action conducted an impact and process evaluation of Energy Trust of Oregon's Existing Buildings program, which targets commercial and small industrial buildings. The evaluations developed reliable estimates of program-, site-, and measure-specific electric and gas savings and estimated the extent of free-ridership and spillover effects to calculate the net realization rate. The evaluation also documented the history of the program, provided a market characterization and recommended program enhancements. To accomplish these goals, we conducted in-depth interviews with Energy Trust of Oregon staff and program implementation staff; telephone surveys of trade allies, nonparticipating vendors, program participants and program nonparticipants; and onsite examinations of projects.
