Project: Taxonomy of Behavior Intervention and Program Design Options, a Policy White Paper

In 2013, Research Into Action served on the team that wrote the policy whitepaper "Taxonomy of Behavior Intervention & Program Design Options" for the California Public Utilities Commission (CPUC). The CPUC commissioned the paper in order to understand optimal policy and program approaches to changing Californians' energy-using behaviors. The paper sought to articulate the following: 1) taxonomy of behavior and intervention strategies, linking to social science theories and utility program designs; 2) understanding of the strengths and limitation of the above strategies as well as cost-effectiveness of implementation considerations; 3) identification of current program design and policy coverage as well as gaps; and 4) recommendations for policy direction for the next five to ten years to support California Long-Term Energy Efficiency Strategic Plan (CALTEESP) implementation. This work built on a similar project we did for NYSERDA in 2012-2013.
