Project: Process Evaluations of NYSERDA Energy $mart Programs
New York State Energy Research and Development Authority
Research Into Action has led comprehensive process evaluations of the New York State Energy Research and Development Authority's (NYSERDA) residential, business and institutional, and research and development (R&D) programs since 2003. Every year, we prioritize the programs and develop an action plan. In 2003, we focused on the Low-Income Multifamily Housing, Distributed Generation, Technical Assistance, and Commercial New Construction programs. We also assisted in the development of a cycle-time tracking process. In 2004, we evaluated the ENERGY STAR Products, ENERGY STAR Labeled Home, Home Performance with ENERGY STAR, and the Commercial/Industrial programs, and conducted a cross-cutting evaluation of nine business-sector programs targeted at mid-market actors. In 2005 and 2006, we evaluated the following business and institutional programs: Commercial HVAC, Commercial/Industrial Performance, Energy Audit, FlexTech, New Construction, New York ENERGY STAR Loan Fund, Peak Load Reduction, Business Partners Program: Motor Systems, Small Commercial Lighting, Smart Equipment Choices, and Technical Assistance. We also evaluated the following residential programs: ENERGY STAR Labeled Homes, ENERGY STAR Products, Home Performance and Assisted Home Performance with ENERGY STAR, Keep Cool, Residential ENERGY STAR Marketing, and Residential Comprehensive Energy Management. Low-Income programs were: Assisted Multifamily, Low-Income Direct Installation, and the Weatherization Network Initiative. We also evaluated the Wholesale Renewables/End-Use Renewables, and Distributed Generation/Combined Heat and Power programs. Finally, we continued our work on the cross-cutting business-sector programs, and examined the coordination of business and institutional programs. In 2007 and 2008, we provided evaluations of the Clean Energy Photovoltaic, EmPower New York, Energy $mart Communities, Enhanced Commercial/Industrial Performance, Multi-Family Building Performance, Residential Loan Fund and Financing, and Single-Family Home Performance programs. For 2009 and 2010 we conducted process evaluations of the following programs: Compact Fluorescent Lights; Commercial New Construction; EmPower; Energy$mart Communities; Environmental Monitoring, Evaluation and Protection; FlexTech; Focus on Energy and Business Partners; Industrial Project; and a portfolio review of the R&D solicitation process.
