Research Into Action conducted the process evaluation portion of a two-year impact and process evaluation of the Energy Efficiency Partnership Program comprised of the University of California and California State University Systems and the four largest California investor-owned utilities. The program involved retrofit, monitoring-based-commissioning, and education and training. Research Into Action interviewed partnership leads for each of the universities and utilities, and facility staff involved in developing and implementing projects and participating in training offered through the partnership.
