Energy Trust of Oregon offers a comprehensive market-transformation effort to overcome the perceived barriers to the market for photovoltaic (PV) and solar water heating (SWH) systems in Oregon. In 2004 and 2005, Research Into Action provided consultation to Quantec, LLC on issues that might have been driving the over-subscription to the PV component and under-subscription to the SWH portion of the program, and provided oversight on the survey analysis and report writing.
