In 2003, the Washington State Department of Community Trade and Economic Development (CTED) hired Research Into Action to assess its implementation of EHB 2565, Fuel Mix Disclosure. The bill, which was passed by the Washington State Legislature in 2000, required most Washington utilities to disclose their resource fuel mix to their retail customers. Research into Action conducted a survey of the utilities affected by the fuel mix disclosure requirements to assess their perceptions of the value of the law, experiences with compliance, and CTED's management of the process. This evaluation resulted in a summary report prepared for the Washington State Legislature to inform lawmakers of the effectiveness and perceived burden of requiring fuel mix reporting.
