Robert Scholl
Robert Scholl, Senior Project Analyst, provides project management; research; data and focus group analysis, case study development; and writing services for program evaluation, market assessment, and market research projects. His project management and research experience includes research design, logic modeling, program-process mapping, creating survey materials, interviewing, analysis, and report writing.
Mr. Scholl conducted interviews for the Northeast Energy Efficiency Partnerships (NEEP) and the California Building Operator Certification programs, and has conducted both interviews and analyses of the baseline data with architects and lighting designers for the Northwest Energy Efficiency Alliance (NEEA) Commercial Sector Initiative. He has been actively involved in evaluating the Energy Trust of Oregon Production Efficiency Program (2005 and 2007) and Building Efficiency Program (2003 and 2008). For the California Best Practices Study being conducted for the California Public Utilities Commission (CPUC), he conducted interviews and developed program profiles for seven programs providing training to trade allies.
Other program evaluations for which he has done research, interviews, and analysis include the CPUC's University Partnership program; the New York State Energy Research and Development Authority's End Use Renewables, Distributed Generation/ Combined Heat and Power, Low-Income Multifamily New Construction, Mid-Market Phase 2, and Peak Load Reduction programs; the California Energy Efficiency Loan program; MidWestern Energy's commercial and residential programs; San Diego Gas & Electric's Limited Income Refrigerator Replacement and Lighting and 2006/2008 Crosscutting Upstream Residential Lighting programs; NEEA's Scientific Irrigation Scheduling Program and Microelectronics Industry Initiatives; 13 demand-side-management and commercial and residential programs for NorthWestern Energy Montana; and Southern California Edison's Innovative Designs for Energy Efficiency Activities programs and Retrocommissioning Program.
For more than 20 years prior to joining Research Into Action, he was a fundraiser, publicist, administrator, and consultant for nonprofit organizations. He raised millions of dollars, developed and managed marketing plans and feasibility studies, and drafted and lobbied in support of new legislation for nonprofits.
Mr. Scholl has a J.D. from the University of Oregon and a B.A. in Political Science from Reed College.
